Throughout Hillsborough County, there are many areas prone to flooding. Many of these areas operate at or near their maximum capacity, yet they lie within the path of future development. To overcome any adverse impacts that may result from future development within these areas, the County has classified certain receiving systems as either peak sensitive or volume sensitive areas. Volume sensitive areas are defined as systems that do not have a positive outfall for storm events less than or equal to the 25-year, 24-hour event. In addition, sites which do not directly discharge into a well-defined conveyance system (e.g., ditch, storm sewer, etc.) are considered to be volume sensitive as well. A detailed analysis utilizing the latest approved County Watershed Management Master Plan (WMMP) models was conducted to determine the peak and volume sensitive basins.
