Description: DNL, or Day-Night Average Sound Level, is the FAA's primary metric for assessing cumulative aircraft noise exposure over a 24-hour period, taking into account both daytime and nighttime noise levels, with a penalty for nighttime noise. The FAA considers aircraft noise exposure above DNL 65 dBA to be significant, meaning it can create a significant annoyance for residents and is incompatible with residential land use. The FAA uses DNL 65 as a basis for its "noise goal" of reducing the number of people exposed to significant aircraft noise around U.S. airports. The FAA uses DNL 65 to determine the onset of substantial impact and to identify areas where land-use controls or noise mitigation measures may be needed. The FAA recommends that land-use controls be implemented in areas where noise levels exceed the 65 DNL contour line.
